Recently I attended a gun show, where I handed out information material and answered questions on the Tenth Amendment Center.  Several people were concerned about the U.S. making a treaty that would gut the U.S. Constitution and potentially take away firearms from law abiding citizens here in the U.S.  They argued that the paragraph above from the Constitution places treaty law above the Constitution as the supreme law of the land.

Our Founders very clearly stated the conditions under which the U.S. Constitution could be amended, or changed, in Article 5.  It is quite illogical to conceive that our Founders would write such a brilliant document to be the foundation of our union, only to create a giant backdoor for foreign governments to come in and destroy the liberty we had worked so hard to achieve.   In fact, our Founders themselves said otherwise.

So, when I began re-reading this section of the Constitution I realized that they didn’t leave a backdoor, but in fact were expressly forbidding this type of maneuver in Article VI.  The answer to the riddle that confuses many people isn’t to be found in an indecipherable tome on constitutional law, but instead in simple English grammar and a little attention to detail.

In reading through the entire Constitution, you will notice that whenever the Constitution refers to itself the verbiage “this Constitution” is used.  The only exceptions to this are the President’s Oath of Office, where the phrase “the Constitution of the United States” is used, and here in the latter part of Article VI.  In every other place where you find the word Constitution written in the Constitution itself, it is preceded by the word “this” making it clear that the Constitution is referring to itself.  In the President’s Oath of Office the phrase “Constitution of the United States” makes it perfectly clear that the phrase is referring to this Constitution as well.

The Founders were very clear and precise with their use of language in the Constitution, so why do we have “the Constitution” in this case (“any Thing in THE Constitution or Laws of any State to the Contrary notwithstanding”), and “this Constitution” in all other cases where the word is written.  The simple answer is that in this case, they were not referring to the United States Constitution at all.

The humble preposition is the key to solving the intent of the Founders in this statement.  A prepositional phrase – such as of, to, or in – is a word that can modify and indicate relationships.  Prepositional phrases can also modify more than one object.  In this case, the prepositional phrase “of any State” refers to both the words“Constitution” and “Laws” that precede the phrase.  This means that the final phrase of this clause could rightly be read to mean “any Thing in the Constitution of any State or Laws of any State to the Contrary notwithstanding.” The Founders weren’t saying that treaties were to be supreme over the U.S. Constitution, but that they could and would take precedence over the state constitutions and laws.

It is clear with a little analysis of the details of the language and grammar used to construct this clause that our Founders were placing treaty law in its rightful place – beneath the supreme law of the land in the form of our U.S. Constitution, but above the laws and constitutions of the states.  There is no loophole that can allow international interests to trump the U.S. Constitution, but the treaty must be made in pursuance of our Constitution, just as all laws that Congress makes must be in pursuance of the Constitution.

While some well-meaning (and not-so-well-meaning) politicians may claim that they can legislate via treaty, this clearly was not the intent of our Founders.  Will this knowledge stop those who would seek to take our freedoms from shredding the Constitution by attempting to pass such treaties?  Probably not.  But we can rest firm in the knowledge that our Founders did not give the Federal government the power to usurp the Constitution by treaty, and that the Constitution is the supreme law of the land, not treaty law.  More importantly, we can use this knowledge as intellectual firepower to stop the enemies of liberty and the Second Amendment from doing so.

The weather forces of Earth are volatile indeed.   Even in the human era we have passed through cataclysmic times of both fire and ice, destruction and rebirth; recorded throughout the world in legends and religious texts. Are the current weather events part of that natural wave pattern of upheaval and stability, man-made global warming, a cyclical eruption of the sun, or are there clear manufactured patterns emerging?

The HAARP project has been shrouded in secrecy and speculation since its inception.  Despite recent high-profile attempts to access its inner workings, only more questions continue to emerge. Conclusions about its operational capacity are those that have caused a drift toward “conspiracy theory.”  Defense operations have quite a history of harebrained boondoggle schemes that never become operational. However, weather modification (and weaponization) has been consistently discussed and researched by the military and the Elite to a level that indicates there is something worth pursuing.  Let us look at a few things we know for certain:

HAARP is a military installation
Officials downplay the facility as pure “basic or exploratory research” — working with Alaska University, Fairbanks — possessing no military applications.  Yet, the United States Air Force, Navy and DARPA scientists populate the remote site in Gakona, Alaska.  It is also part of the Strategic Defense Initiative, which answers to the Department of Defense, and makes it a component of “Star Wars” inviting NASA into the mix.  At the very least, the communications and surveillance applications fit in perfectly with national security via sea and sky.

The scientists at HAARP do not deny the capacity for structural modification of the atmosphere, but they continue to insist that their academic studies are limited to a small swath around the facility. However, there is an indication of wider use:  the premier defense contractor, Raytheon, is now the owner of most of many relevant patentssurrounding the research being conducted there.  Of twelve patents that form the backbone, #4,686,605 says it all: “Method and Apparatus for Altering a Region in the Earth’s Atmosphere, Ionosphere, and/or Magnetosphere.”

Weather weapons have been considered by the Elite as a Potential Tool for Control
Zbigniew Brzezenski is the world’s foremost geopolitical director.  His seminal books, The Grand Chessboard and Between Two Ages have so many quotable passages that it is overkill to list them all.  He is the supreme insider:  Born into Polish nobility; a former National Security Advisor; and co-founder of The Trilaterial Comission with David Rockefeller, he seems to revel in telling the world the future of Elite direction.  There is not a chance that he would have mentioned weather weapons in his books if they were not feasible.  A key passage from Between Two Ages (1970) states, “Technology of weather modification could be employed to produce prolonged periods of drought or storm.”

With this in mind, let’s consider some recent events that might suggest HAARP has achieved its full operational potential as a weapon that can be accurately directed to a given target if geopolitical masterminds give the order.

  • Venezuela Drought — The worst drought in 50 years came in late 2009 after Elites labeled Hugo Chavez an authoritarian (despite repeated popular elections).  They indicated a desire to, “divert the country toward a democracy.”  That type of rhetoric often indicates a mission to destabilize a regime, and impose a true dictator subservient only to the whims of the Globalists.  Big Oil hates iconoclastic leaders who are not members of The Club.  The benefit of political instability can set the stage for a future coup, so we have to wonder if a weather weapon was tested to produce anger among the populace.  Chavez invoked El Niño at the time, but did indicate his awareness of U.S. weather weapons after the Haiti Earthquake.
  • Pakistan Floods — The suddenness of the weather could be a tipoff.  This is a disaster that experts are saying dwarfs the impact of the 2004 Tsunami in Indonesia, and is the worst in Pakistan history.  And it came by surprise.  Unlike a Tsunami which can have a random earthquake as its source, weather has been charted enough to put meteorologists on TV who presumably make a living off of their accurate analysis. Yet, millions have been affected, and hundreds of villages erased by this anomalous event that dropped from the skies.  A recent article in the Daily Mail has scientists speculating that a blocked jet stream is causing a prolonged weather system over Pakistan . . . as well as Russia.  A stated ability of HAARP is to “perturb the ionosphere,” which can lead to the stalling, or supercharging of weather systems, as the jet stream is affected.  In fact, it appears that the jet stream has split in two, with one arm going north over Russia, and the other arm heading south into Pakistan; the region in the middle is feeling the effects.
  • Russia Heat Wave — The worst heatwave in the nation’s history is slowing its economic recovery and causing destabilizing anger in the populace. Major media coldly states that the Russians’ penchant for alcohol is to blame for the subsequent deaths. Meanwhile, talk of a climate weapon is increasing in volume.  Then there is Global Warming and carbon taxes:  Russia has been a holdout on the effects of man-made Global Warming and the attendant need to tax industry.  Premier Medvedev stated in late 2009, “We will not cut our development potential.”  He also made it clear that  he believed that Global Warming was, “some kind of tricky campaign made up by some commercial structures to promote their business projects.”  Yet, who can doubt the effects of man-made warming now?  Medvedev was quoted recently doing a complete about-face, “What’s happening with the planet’s climate right now needs to be a wake-up call to all of us, meaning all heads of state, all heads of social organizations, in order to take a more energetic approach to countering the global changes to the climate.”
  • Freak U.S. Storms — Washington D.C. has been getting pounded.  A recent storm came out of nowhere.   Could this be retaliation from Russia for a perceived (or real) attack on its main agricultural region? The storms produced the first hail in the state’s history and dumped 5 inches of rain per hour, amid 180,000 lightning strikes. Or, perhaps it was domestically inspired — the area’s freak storm claimed the life of community leader and activist, Carl Henn.  Either way, experts are noting in Russia and D.C. that a change in the jet stream has led to the significant events.  The D.C. events come on the heels of a strange storm in Montana, curiously not long after the governor turned down Federal stimulus money.

The recent death of Ted Stevens is a disturbing development.  Some sources indicate that he was ready to reveal that Obama had given the green light to use weather weapons.  And Stevens might have known; he was the Senator in 1988 that had to be “convinced” to allow his state to house the HAARP project.  At the time, Stevens was insisting to detractors that the HAARP array could end fossil fuel dependence.  Perhaps this is what he was led to believe, so he let the project sail through . . . until he later learned otherwise.  Also on board the plane was former NASA administrator, Sean O’Keefe, who was enlisted by Stevens to help research the truth.

Government acronyms are very often revealing for their propagandizing; in reality being a 180-degree turn away from what is implied.  HAARP invokes a sense of the peaceful strumming of angels in harmony with all creation. Yet, even if we conclude the most benign intentions, a familiar chestnut warns us that the road is paved straight to Hell.  The title of the definitive book on the subject states it best:  Angels Don’t Play This HAARP.  That is because the strum of mechanistic manipulation is discordant with Nature; it plays a devil’s tune, rasping its way across the strings of existence.

On Earth, it is played out as Full Spectrum Dominance where it needs souls to succeed.  This is the free will of humanity — you must choose your side.  History is a catalogue of Man’s attempts to imitate the Divine.  He has not yet succeeded, but he might just die while trying.

The Dollar Vigilante

“Bond Vigilante” – Definition: “A bond vigilante is a bond market investor who protests monetary or fiscal policies they consider inflationary by selling bonds, thus increasing yields.” – Wikipedia

“Dollar Vigilante” – New Term: ”A dollar vigilante is a free market individual who protests the government monopoly on money and financial policies such as fractional reserve banking and un-backed fiat currencies by selling those same fiat currencies in favor of other assets, often including gold and precious metals.”

Many people today don’t even realize it because anyone alive today has always lived under an artificial, non-free market financial system. No one even questions the fact that every country has a “central bank” and that every country outlaws any use of currency except for the one it produces.

But, in essence, this highly manipulated, centrally planned/communist system of world finance really began with the creation of America’s third central bank (the first two had previously collapsed or were outlawed) called The Federal Reserve on December 23, 1913. To this day many don’t realize it but the Federal Reserve is not a part of the American government. It is a privately owned, secretive banking cartel. We should note, however, that whether it is publicly or privately owned isn’t the crux of the problem. The problem is that ALL attempts to centralize banking are non-free market and will always result in a steady corruption of the system until it finally reaches collapse.

Louis McFadden, Chairman of the House Banking and Currency Committee in the 1930s stated, “Some people think that the Federal Reserve Banks are United States Government institutions. They are private monopolies which prey upon the people of these United States for the benefit of themselves and their foreign customers; foreign and domestic speculators and swindlers; and rich and predatory money lenders.”

In fact, the President of the US at the time of enactment of the Federal Reserve, Woodrow Wilson stated the following in regard to the Federal Reserve being created under his watch, “I am a most unhappy man. I have unwittingly ruined my country. A great industrial nation is controlled by its system of credit. Our system of credit is concentrated. The growth of the nation, therefore, and all our activities are in the hands of a few men. We have come to be one of the worst ruled, one of the most completely controlled and dominated governments in the civilized world. No longer a government by free opinion, no longer a government by conviction and the vote of the majority, but a government by the opinion and duress of a small group of dominant men.”

The scourge of a central bank was well known even in the days of the creation of the United States as Thomas Jefferson opined, “The central bank is an institution of the most deadly hostility existing against the principles and form of our Constitution. I am an enemy to all banks discounting bills or notes for anything but coin. If the American people allow private banks to control the issuance of their currency, first by inflation and then by deflation, the banks and corporations that will grow up around them will deprive the people of all their property until their children will wake up homeless on the continent their fathers conquered.”

And, guess what Mr. Jefferson, the people of the US are now waking up to realize your prophecy has come true. For the first time in US history banks own a greater share of residential housing net worth in the United States than all individual Americans put together!

However, because America used to be such a bastion of free markets and even today still is partially-free it quickly became the most powerful and wealthy country in the world DESPITE having the Federal Reserve at the heart of their financial system.

That is, until August 15, 1971, when the issuing of debt money by the Federal Reserve had effectively bankrupted the US and then President Nixon was forced to announce that even foreign governments and central banks could no longer redeem their US dollars for gold.

And that was the beginning of the end and is, in fact, the reason why we are on the verge of a complete global financial implosion. What was started in 1913 with the creation of the Federal Reserve and the income tax managed to hobble along until it finally collapsed in 1971 with the end of the Bretton Woods system.

With that collapse, in 1971, every country in the world went off the gold exchange standard. This meant that all currencies were backed by nothing. Currencies that used to be directly convertible into gold at the request of the holder, at least at the central bank level, were finally just pieces of paper with pictures of famous dead people drawn on them.

Some may say that this system “worked” because it produced all of the amazing advances of the last century. However, it is much more precise to say that the system managed to work for that long precisely because the 20th century was the most amazing century in the history of human evolution and the countless technological advances enabled this fraudulent system to appear to work for a time.

But that time is nearly running out. After four decades of unbacked fiat currencies nearly every country in the world is now so indebted that it isn’t possible to ever pay back their debts. These debts were all enabled by this fiat currency system which enabled governments to print more and more money, which enabled more and more debt over time. As we said above, it appeared to work, until they all reached a point where even the interest payments on the debt will soon overtake the entire budgets of some countries, even including the United States.

The US government itself, in its official 2009 Financial Report (http://www.gao.gov/financial/fy2009/09frusg.pdf) states, “Absent a change in policy, the interest costs on the growing debt together with spending on major entitlement programs could absorb 92 cents of every dollar of federal revenue in 2019.”

You read that correctly, the US government itself has stated that by 2019 almost EVERY penny collected in taxes will go towards paying ONLY the interest on the debt and spending on the major entitlement programs (Social Security, Medicare etc).

And here is the worst part, this is a prediction by the US government who is always wrong and incessantly understates how bad things will get. It is our prediction, at The Dollar Vigilante (TDV), that the US will reach this state by no later than 2015 – even as soon as 2012. Our reasoning is that the US government predicts that tax revenues will continue to stay at the same level or grow over time. However, we believe that as soon as 2011 the US will be in the midst of such a great depression that tax revenues will basically collapse.

In fact, they are already in collapse. After the first big hit to the US economy in 2008, tax receipts in 2009 plunged. On a year-over-year basis, by the summer of 2009, individual tax receipts were down 22% from 2008 and corporate income taxes imploded by 57%.

The government managed to temporarily stave off complete collapse by creating an array of four-letter bailouts and guarantees tallying up to more than $12 trillion to date! But even this gargantuan printing of money, mostly enacted in 2008 and 2009 have provided next-to-no recovery and we will soon be entering the next stage of collapse – at which point the US government will see its income tax receipts not even meet its interest and entitlement obligations.

All this would be bad enough, but here is where it gets worse. Way worse.

Nearly every other western country in the world is at similar levels of debt and are all rocketing towards outright bankruptcy.

Greece was the first big one but nearly every other country in Europe, the UK, the US and Japan are all right behind them. Just look at this table below from the OECD. It shows debt as a percentage of GDP for various OECD countries. The official debts, the ones in red, are in and of themselves massive and unpayable. Yet total debts (the grey bars) which include unfunded liabilities such as pensions and health care dwarf even the official debts.

It is already a foregone conclusion that Greece is insolvent yet the US itself is nearly in the same financial situation. As are the rest of the countries listed. And countless others, not even bothering to comment on individual states in the US like California and New York, which are also all insolvent.

So now it is just a matter of time and circumstance for each and every one of these countries to do one of the following: A) Declare bankruptcy and have their currency collapse or B) Hyperinflate their money supply so that all past debts become worth very little in today’s money – also something that will destroy their currency.

Some think this may occur over a decade or two. Here, at TDV, we think this will happen over the next few years.

Which brings us to our purpose and point in writing TDV: to help protect you from the coming world financial collapse with most of your assets in tact because the great majority of people will be wiped out by what is coming.

In coming issues we will go further in depth into what we expect to occur but, at the very least, we expect many western countries to enact currency controls which will make it so you will not be able to move your money out of the country. The governments will then do everything they can to stay afloat including cutting most entitlements including pensions which will leave countless elderly people in poverty – look forward to Granny and Grandpa moving back in with you! As well, any savings in banks will likely be taken over by the governments and forced into “buying” government debt. As this happens there will be a complete collapse of the western economies and will be great social unrest, which has already begun in places such as Greece.

There will be many ways to protect yourself – and this will be the main thrust of this newsletter – but time is running out on all of them. Transferring significant portions of your wealth from cash into precious metals is a high priority. As well, diversifying your wealth outside of your home country and the hands of your ravaging government and into a few different regions is also important. It is even highly recommendable to those who live in the countries in the worst financial condition (US, most of Europe, Japan) and who have the capability to prepare to leave your home country and head for some of the countries which may be least affected by the coming strife.

As well, investing into gold mining companies and even learning how to invest in private placements in these companies – something we will discuss in depth regularly here – will create a lot of wealth for those of you who may not yet have the assets or capability to expatriate and diversify your assets.

We will have thoughts, analysis and ideas on all of these strategies on an ongoing basis at TDV.

In closing, almost invariably, when faced with this information, many people respond with either disbelief or a desire to not think about the repercussions because it hurts too much. However, we don’t necessarily see the financial system collapse as being a bad thing. Not many people realize how many lives this system has destroyed and how much wealth and resources it has wasted. It was an artificial system of theft and deceit and was doomed since its inception but once it is gone we will see a time of rebirth for the world.

There will certainly be some interesting times between now and a rebuilding of the world’s financial system and TDV hopes to stay with you through the collapse, chaos and then into the brave new world that will soon be forged.

Liberty for Security

And they build a society, which they call ‘established’. They establish a workable point of view, and tend to perpetuate that. Whereas, all societies are really emergent, not established. And so, they fight new ideas that would interfere with the establishment.

Governments try to perpetuate that which keeps them in power. People are not elected to political office to change things… they are put there to keep things the way they are. So you see, the basis of corruption is in our society. Let me make it clear. All nations then, are basically corrupt, because they tend to uphold existing institutions. I don’t mean to uphold or downgrade all nations, but communism, socialism, fascism, the free enterprise system and all other sub-cultures are the same… they are all basically corrupt.

‘What’s in it for me’, is the way people think. And so if a man makes money selling a certain product, naturally he is going to fight the existence of another product that may threaten his institution. Therefore people cannot be fair and people do not trust each other. A guy will come over to you and say, “I’ve got just the house you’re looking for”. He’s a salesman. When a doctor says ‘I think your kidney has to come out’, I don’t know if he’s trying to pay off a yacht, or that my kidney has to come out- it’s hard in monetary system to trust people.

If you came into my store and I said this lamp that I’ve got is pretty good, but the lamp in the next store is much better, I wouldn’t be in business very long. It wouldn’t work… If I were ethical, it wouldn’t work. So, when you say industry cares for people… that are not true. They can’t afford to be ethical. So your system is not designed to serve the well being of people… if you still don’t understand that, there would be no outsourcing of jobs… if they cared about people. Industry does not care. They only hire people because it hasn’t been automated yet. So, don’t talk about decency and ethics… we cannot afford it and remain in business.

So you see, you have built in corruption. We are all chiseling off each other, and you can’t expect decency in that sort of thing. And feeling that, they don’t know who to elect. They think in terms of a democracy, which is not possible in a monetary based economy. If you have more money to advertise your position… the position you desire in government, that isn’t a democracy. It serves those in positions of differential advantage… so it is always a dictatorship of the elitists- the financially wealthy.

It’s not politicians that can solve problems. They have no technical capabilities. They don’t know how to solve problems. Even if they were sincere, they don’t know how to solve problems. It’s the technicians that produce the desalinization plants. It’s the technicians that give you electricity…that give you motor vehicles, that heat your house… and cool it in the summertime. It’s technology that solves problems, not politics. Politics cannot solve problems, because they are not trained to do so.

And writing your congressman is fantastic. They tell you to write your congressman if you want something done. The men in Washington should be at the forefront of technology. The forefront of human study… the forefront of crime… all the factors that shape human behavior. You don’t have to write your congressman…. What kind of people are they that are appointed to do that job? The future will have great difficulty…

And the question that is raised by politicians is ” how much will a project cost?” The question is not “how much will it cost?” – “Do we have the resources?” and we have the resources today, to house everyone, build hospitals all over the world, build schools all over the world, the finest equipment in labs for teaching and doing medical research. So you see, we have all that, but we are in a monetary system, and in a monetary system- there’s profit.

War, poverty, corruption, hunger, misery, human suffering will not change in a monetary system. That is- there will be very little significant change. It’s going to take the redesign of our culture, our values, and it has to be related to the carrying capacity of the earth. Not some human opinion or some politician’s notions of the way the world ought to be… or some religious notions of the conduct of human affairs.”
